Rafael was educated at the University of Toronto where he received his B.A. in English in 2002, and at Osgoode Hall Law School where he received his LL.B. in 2005. He was also the recipient of the Prize in Immigration Law during his 2005 convocation. He was called to the Ontario Bar in July 2006.

While studying law, Rafael was a junior editor of the Osgoode Hall Law Journal. He also co-founded the Immigration Law Society, and was its President from 2004 to 2005. He also earned law school academic credits while working at Parkdale Community Legal Services from May to December 2004, in their Immigration Division. He was also a student volunteer for the Immigration Division of Osgoode’s Community Legal Aid Services Program (CLASP).

Rafael has a keen interest in the federal Live-in Caregiver Program (“LCP”). He has represented both employers and employees in obtaining confirmations for job offers from HRSDC, and thereafter in obtaining work permits through Canadian visa offices overseas. He has also been actively involved in organizing and conducting legal information seminars and free legal clinics throughout the Greater Toronto Area for live-in caregivers already in Canada, and for family members considering this program for their loved ones overseas. He is an advocate for positive changes to the federal LCP.

Awards

  • Mr. Fabregas was awarded the Prize in immigration Law during his convocation in 2005 at Osgoode Hall Law School.
  • On November 8, 2008 Rafael was awarded the Federation of Asian Canadian Lawyer's Lawyer of Distinction Award.
  • On May 25, 2010 Rafael was named one of the Top 25 Canadian Immigrants of 2010 by the Canadian Immigrant Magazine.
