Immigration to Canada | Refugees and Protected Persons | Applying from Outside Canada
It is possible to apply for permanent residence from outside Canada as a refugee under the “Convention Refugees Abroad Class”. The Regulations define members of this category as ”foreign nationals who have been determined, outside of Canada, by an immigration officer to be a Convention refugee.”
